Available year round as a food source and can be fished successfully all open water season. Perhaps the best times would be spring and late fall periods. Leeches are more nocturnally active or more active during low light conditions. If you see them swimming in the water then definitely worth fishing.
Best to fish leeches closer to the bottom of the shoal as they tend to seek cover in the bottom vegetation.
